State insurance mandate

Colorado Building Families Act (HB 21-1207, effective January 2022) requires large group fully insured plans to cover infertility diagnosis and treatment, including IVF and fertility preservation. Coverage extends to medically necessary preservation; elective social egg freezing is not directly mandated.[11]

The mandate has improved Colorado's coverage environment significantly relative to the pre-2022 baseline. Self-funded ERISA plans remain mandate-immune. Colorado state employee plans cover infertility services per state plan terms.
